To do this boot the pc, hit the F10 key as soon as the pc boots up. This will take you into the bios. This applies to most compaq and hp computers, but some do use the F2 or F6 keys to get into the bios.
Next go to the Advanced tab to go the advanced options. Then go to the Boot Order option.

From here you can reset the boot options. From there go to the first boot option will probably will be the Floppy Diskette by default. Highlight the first boot option and you can either hit enter and it will give you a selection of what to boot to first, there you would select the Cd drive to boot from first.
These should be able to change the boot order and there should be on-screen instructions to help guide you through these steps. After you have change the boot order select the F12 key to save the changes to the boot order. Select yes to save settings and the computer will reboot after that. Then put in the Cd you want to put in and it will boot off the Cd first. If you want to reset the boot options back to the default settings restart the computer and hit the F10 key to go back into the bios.
Hit the F10 key again to reset the bios to default settings. Then hit the F12 key to save the settings and the pc will reboot from there. This should resolve your problem. Best of luck. Shut your Presario down and wait for it to power off completely. Press the power button and watch the screen carefully.

You can try seeing what the blinks are. Are they steady and no pattern? Or is there a pattern to them. If there is a pattern, then I would suggest looking it up through the manufacturer to see what it refers to. Many laptops blink in a patter or beep in a pattern to show what the problem is. I apologise. So please bear with me. I eventually get to the point. I have a "Compaq CQ58" laptop which I've had for a couple of years, but now having problems with it. I don't know if it's Microsoft forcing Windows 8. I'm not going to argue over it. I use to love using the laptop with Win8. Unresponsive programs.
Slow to load into Windows. I could reinstall Windows from the recovery disk, but then I would have the nightmare of installing all those WinUpdates that are extremely slow to download.
No thanks to MS decreasing the servers for Win8. All I want now is to give the laptop a new lease of life by putting Linux on it. However, I can't find if all of the hardware is compatible or not. Believe me, I've searched.
I either get inconclusive results fromor results for different hardware. The attached screenshot gives you an idea of the hardware. However, the screenshot doesn't tell you what the Network and Audio adapter are installed. It also says there is an "Intel Display Audio". Whatever that means. There is also an unknown buit-in webcam.
Here is the complete hardware list. Intel Core iM 2. Intel HM75 Chipset -I don't know compatible. Intel HD Graphics - Mixed results on compatibility.

For the past week whenever I tried to shut it down or put it to sleep mode, only the screen would shut down but the PC and the LED on it would remain open whatsoever.
I found that the only way to close it is disconnect the charger and the battery. Whenever I connect one of them though, it will enter the same state and will not proceed further. Now it is stuck in that state and it won't boot completely nor shut down completely. It has Windows 10 on it. What's the complete model number of your Compaq Presario CQ58 series laptop? Note: a dash and additional characters after CQ58 comprises the complete model number What's the exact serial number and product number on it?
It's running Windows 10 Home bit, but I cannot currently boot it completely, it will only start booting and it will remain in that phase, with the LEDs on and the screen off. Definitely not a screen problem though. Also when I connect the charger or the battery it enters that semi-open phase by itself without me doing anything.
